Job Title: Power Division Manager
Division: Power
General Job Description
As a division manager under the administrative direction of the General Manager:
- plans directs and evaluates the maintenance and operation of the hydroelectric generation system;
- administers and is responsible for the efficient daily operation of the powerhouses, dams and water conveyance conduits associated therewith, including all aspects of the South Feather Power Project;
- compiles records and reports as required by the Federal Energy Regulatory Commission and the California Department of Water Resources;
- evaluates and trains, or supervises the training of all Power Division staff;
- develops and enforces a safety program in coordination with the Environmental Health and Safety Manager, Risk Manager;
- Oversees and supports Power Division regulatory compliance requirements and programs, and Project licensing requirements;
- prepares or supervises the preparation of the payroll reports, power production reports, and other records and logs pertinent to the operation of the Power Division;
- prepares plans and specifications for the purchase of powerhouse equipment, studies to be performed by consultants, and work to be performed by contractors;
- supervises and performs a variety of duties relating to providing information requested by Agency business associates and other members of the public having an interest in the Power Division's affairs;
- prepares reports and attends meetings of the Agency's Board of Directors when requested by the General Manager;
- works closely with the General Manager and consultants in the development of the Agency's future hydroelectric projects;
- coordinates Northern California Power Agency (NCPA) power requirements from the South Feather Power Project; Interfaces with power transmission owner/operator, CAISO, and performs standby metering invoicing;
- prepares monthly generation invoices and submits to NCPA “settlements”;
- prepares annual capital, maintenance and operating budgets for approval by the General Manager and Board of Directors.
- attempts, at all times to build a consensus among Agency personnel, through an exchange of ideas and facts, to facilitate the successful implementation of operational changes and policy administration;
- effectively works as a member of a problem-solving team to resolve, within set time schedules, a variety of engineering and administration tasks within both the Power and Water Divisions in support of the General Manager.
Prerequisite Qualifications
- Bachelor's degree in civil, electrical or mechanical engineering, or a related field, from a four-year college or university. or a minimum of five years of experience with increasing responsibility in hydroelectric power project supervision, operation, and maintenance;
- ability to quickly learn the word processing software and the spreadsheet software used by the Agency; or, equivalent combination of education and experience.
- Valid California driver license and satisfactory driving record.
Basic Work Hours:
7:00 AM to 3:30 PM. Monday through Friday.
Compensation Range: $78.62 to $103.13
Non-Monetary Compensation:
use of an Agency vehicle for utilization on Agency business and limited personal uses including use of said vehicle to and from place of residence to work.

Marginal Job Duties
1. Task: Operation of telephone, two-way radio, surveying equipment, computer, calculator, copier, facsimile machine, typewriter, printers, plotters and other related office and engineering machines and equipment, and accesses file cabinets and data storage facilities.
Physical Demand: Sitting; standing; stooping; bending; squatting; walking; occasionally lifting and carrying up to 25 lbs.., and infrequently lifting and carrying up to 50 lbs..; pushing; pulling; close and distance vision; speaking; hearing; use of hands to finger, handle, feel objects, tools or controls.
Environmental Demands:
- Outside: Works on occasion in a variety of weather conditions ranging from snow to +100°F. Inside: Usually works indoors in temperature-controlled environment.
- Fumes/Gases: Exposure to various colognes/perfumes; infrequent exposure to chemicals, solvents and fumes/dust in powerhouses.
- Noise/Vibration: Powerhouses' large rotating equipment, penstocks and tunnels.
Mental Requirements:
Reading: Reads complex manuals, instructions and reports for equipment, computer software, powerhouses, dams and studies.
Writing: Writes letters, reports, memos, messages, and fills out information forms. Must have good communication skills. Needs ability to use or quickly learn the word processing software used by the Agency.
Math: Ability to work with mathematical concepts such as algebra, geometry, calculus and other engineering-related math. Ability to quickly apply concepts such as fractions, percentages, ratios. and proportions to practical situations. Ability to use or quickly learn the spreadsheet software used by the Agency.
Attention to Detail: High level concentration and attention to detail for extended periods of time required to comprehend or produce reports, drawings, plans, spreadsheets, etc.
Repetition: Repetitive data entry to computer system for text and spreadsheets.
Judgment: Ability to work independently, prioritize work and make decisions regarding correct formatting of work and implementation of same. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of audit instructions in mathematical or verbal form, and deal with several abstract and concrete variables.
